Recruitment of Sub Inspector/GD (Male) and Constable/GD (Male&Female) Against Sports Quota

Applications are invited from the MALE candidates for the post of Sub. Inspector/General Duty and MALE/FEMALE for the post of Constable/General Duty in Indo-Tibetan Border Police against Sports Quota on temporary basis, likely to be permanent in the pay scale of Rs. 5500-175-9000 Sub. Inspector/General Duty and Rs. 3050-75-3950-80-4590/- Constable/General Duty plus usual allowances as admissible to Central Govt. employees from time to time. In addition, ration allowances, free medical assistance, free uniform, free accommodation, leave travel concession etc. are admissible to ITBPF personnel. The post has all India liability and selected candidates can be posted anywhere in India and even abroad. They will be governed under ITBPF Act and Rules as well as Central Civil Service Rules applicable to other members of the Force and other Act and Rules applicable from time to time. On appointment they shall be entitled for pension benefits as per the “New Restructured Defined Contributory Pension Scheme” applicable for the new entrants to the Central Government Service with effect from 1st Jan. 2004.

Sub Inpsector : 13 posts, Pay Scale : Rs. 5500-175-9000, Age : 20-25 years, Qualification : The Minimum qualification is a degree of a recognized university or equivalent
Constable (GD) Sports Quota : 343 posts (Male – 319, Women-24) in various sports disciplines, Pay Scale : Rs. 3050-4590/-, Age : 18-23 years. Relaxation as per rules, Qualification : Minimum matriculation or equivalent.

Eligibility in:-


A) Age: -

i) For Sub. Inspector/GD – Between 20 to 25 year as on 01 August 2008 Upper age limit is relaxable by 05 years for SC/ST & 03 years for OBC candidates.


ii) For Constable/GD - Between 18 to 23 years as on 01 August 2008 Upper age limit is relaxable by 05 years for SC/ST & 03 years for OBC candidates.


B) Education:-


i) For Sub. Inspector/GD - The Minimum qualification is a degree of a recognized
university or equivalent.

ii) For Constable/GD - Minimum matriculation or equivalent.


Weight for male & female candidates:-Proportionate to height & age as per medical standards.

Note: Relaxations required if any, in height, chest, weight and educational qualification etc. will be given to the meritorious sports person.
d. Medical Standards:-

i) Eye Sight: - The Minimum distance vision should be 6/6 and 6/9 both eyes without glasses.
ii) The candidates must not have knock-knee, flat foot, varicose vein or squint in eyes and they should possess high colour vision. They must be in good mental and bodily health and free from any physical defect likely to interfere with their efficient performance of the duties.
iii) The candidates should meet the medical standards prescribed for ITBPF.

e. Sports/Games:-

I) For Sub. Inspector/GD:-

i) Sr. National Gold/Silver medalist or
ii) Jr. National Gold Medalist or
iii) Participant of recognized Sr./Jr. International Tournaments.

II) For Constable/GD:

(i) Sportsmen who have represented a State or the Country in the National or International competition in any of the games/sports mentioned at Para 2 (A) for Men and 2 (B) for Women.
(ii) Sportsmen who have represented their University in the Inter-University Tournaments conducted by the Inter-University Sports Board in any of the sports/games mentioned at Para 2 (A) for Men and 2 (B) for Women.
(iii) Sportsmen who have represented the State Schools Team in the National Sports/Games for schools conducted by the All India School Games Federation in any of the games/sports mentioned at Para 2 (A) for Men and 2 (B) for Women.


4. Criteria for Selection:-

A playing member of a team or in individual events who has participated in Senior/Junior National/Inter University/ State Championship or Member of Medal winning team of Inter School/ College Games would be preferred. The standard of the candidates in each discipline will be ascertained on the basis of merit drawn after taking into consideration of their achievements in last three years. Final selection of the players will be done on the basis of their performance given in trial test and qualitative requirement prescribed for recruitment of sports personnel. The decision of the Recruitment Board with regard to matter concerning with the recruitment will be final in all respect and no further correspondence on this issue will be made with rejected candidates.

5. Persons serving in Govt./Semi Govt. Department may send their applications through proper channel along with “No objection Certificate” Departmental meritorious sports personnel can also apply for the post of Sub. Inspector/GD & Constable/GD under sports quota.

However, the closing date of receipt of application for the candidates belonging to Pangi Sub Division of Chamba, Lahaul & Spiti and Kinnaur Districts of Himachal Pradesh, Leh & ladakh, Jammu & Kashmir, N.E. States, Sikkim and the Union Territories of Andaman & Nicobar Island and Lakshdweep will be 15.10.2008.

Applications duly filled in must be accompanied with following documents:-

a) Demand Draft of Rs 50/- for candidates belonging to General and OBC category only. The Demand Draft may be prepared in favour of Commandant, 22nd Bn, ITBP payable at SBI, R.K. Puram, New Delhi- 1076. The IPO may be prepared in favour of Commandant, 22nd Bn, ITB Police, Tigri Camp, PO- Madangir, New Delhi-110062.
b) Attested copies of Certificate/testimonial as proof of educational qualification and age/date of birth and sports certificate. For date of birth verification attested copy of matriculation certificate only will be accepted.
c) Attested copies of Domicile Certificate issued by Sub Division level Revenue Officer or its equivalent.
d) Attested copies of Category certificate i.e. SC/ST/OBC candidates issued by an officer not below the rank of Tahsildar or SDO/SDM etc. The candidates belongs to OBC category must submit OBC certificate in the format prescribed by the Central Govt (Annexure-III). Their candidature will not be accepted unless they produce OBC certificate on Annexure-III. OBC certificate other than Annexure-III will be summarily rejected.
e) One self-addressed envelope of size 23x10 Cms affixed with postage Stamp of Rs. 5/-bearing name and full address of candidate with Pin Code.
f) Application form and Admit Card should be filled properly and forwarded duly affixed passport size photograph on Annexure I & II respectively.

8. Selection Process:

Admit Cards with Roll Numbers and general instructions to appear for test/interview will be issued well before the commencement of test/ interview to the eligible candidates indicating therein the exact location. No TA/DA will be admissible for appearing in the test. Incomplete application will be summarily rejected and no correspondence for this will be entertained.

9. The proposed recruitment Centers would be at Delhi, Imphal, Guwahati, Gangtok, Ranchi, Lucknow, Bhopal, Patiala, Thiruvananthpuram, Vishakhapatnam and Aurangabad. Other centres may be included depending on number of applications received from specific regions of the country.

10. The Director General, ITBPF reserves the right to make changes or cancel or postpone the recruitment without assigning any reasons.

INSTRUCTIONS: 1. ELIGIBILTY CRITERIA
A) The educational qualification, age etc as stipulated in SECTION-‘A’ shall be determined with reference to the closing date of advertisement. B) Candidates must have read the required subject at least for 2 years in the degree

2. FEES & MODE OF PAYMENT

3. AGE RELAXATION

4. RESERVATION BENEFITS

5. PHYSICAL REQUIREMENTS
It is mandatory for the candidates for the post of Fireman ‘A’, Fire Engine Driver, Security Assistant ‘A’, Security Attendant ’A’ to pass the prescribed Physical Endurance & Medical tests as per DRDO norms.

6. HIGHER QUALIFICATION
Candidates possessing higher qualification like M.Sc or B.Tech/B.E, M.Tech, Ph.D. etc shall not be considered for the recruitment to the posts of Senior Technical Assistant ‘A’& Technician ‘A’.

7. FORMAT OF APPLICATION
Application should only be typed on A-4 size white plain paper in exact format provided in advertisement or may be downloaded from the website www.drdo.org .The variation in the format of application will lead to the rejection
of application form.

8. MODE OF SELECTION
A) Candidate will be shortlisted on valid criteria prescribed and adopted by CEPTAM and selection will be based on pooled merit of post/category/sub-category of the candidate which will be based on the marks obtained in
written exam and Interview taken together. B) It will be mandatory for the candidates to pass Trade/Skill test (including Stenography & Typing), Physical Endurance Test, Driving and Medical test as may be applicable as per
SECTION ‘A’ of advertisement/ recruitment rules.
9. EXAMINATION CENTRES AND CODE
Based on the number of candidates, Examination centres will be fixed in 01-Ahmedabad, 02-Balasore, 03-Banglore, 04-Bhopal, 05-Chandigarh, 06-Chennai, 07-Delhi, 08-Guwahati, 09-Hyderabad, 10-Jodhpur, 11-Kanpur, 12-Kochi, 13-Kolkata, 14-Patna, 15-Pune. Candidates are advised to choose only one Exam centre. However CEPTAM reserves the right to add/delete any Exam centre depending upon the number of applicants and availability of the Centre etc.

10. SCHEME OF EXAMINATION
The written Examination will be OMR based, of 2 hours duration, consisting of 150 multiple choice questions for all posts.
A) Technical Services: For Post STA‘A’ & Tech.‘A’ the written test will consist of (i)50 questions on General Awareness, Arithmetic & Numerical Ability (ii)100 Questions on Subject concerned.

B) Allied Services: For Post Personal Asstt, Admin Asstt., Store Asstt. Canteen Manager, Civilian Driver, Fire Engine Driver, Fireman, Security Asstt. , Estate Asstt., Cook, Security Attd., Canteen Attd., Attd.
Laboratory Services (ALS) the written test will consist of (i) 100 Questions on General Awareness, General Reasoning, Arithmetic and Numerical Ability. (ii) 50 Questions on Hindi or English language
C) Asstt. Hindi, the written test will consist of (i) 50 Questions on General Awareness, General Intelligence & Reasoning, Numerical Ability (ii) 50 Questions each on Hindi & English Language
11. SYALLABUS AND MEDIUM OF EXAMINATION
The syllabus of the Examination will be based on the minimum essential qualification of the post as per advertisement and recruitment rules. The medium for Written Exam will be Hindi or English except language option.

Desirable Qualifications: 1. Knowledge of customs , manners and dialects of Himachal Pradesh and suitability for appointment in the peculiar conditions prevailing in the Pradesh.
2.Fee in shape of Bank draft in favour of Secretary, H.P. Public Service Commission for Rs. 250/-(Rupees two hundred fifty)only, Rs.63/-(Rupees sixty three for SC/ST/OBC of H.P.only), must accompany the applications , payable at Shimla to the Secretary ,HPPSC, Nigam Vihar , Shimla-171002 (HP). Selection, Training and Placement:-

The Pay scales are due for revision w.e.f. 1.1.2007. Other benefits as per company rules which includes Medical Facilities, Gratuity, Contributory Provident Fund, Employees Pension Scheme, Group Savings Linked Scheme, Accident Insurance, Leave Encashment, House Building Loan Interest Subsidy, etc. shall also be applicable.
SERVICE BOND:-
Selected candidates will have to execute a bond of Rs.75,000 to complete the training and to serve the Company for a minimum period of three years after completion of training. The amount of Rs.75,000/- shall be recovered from the candidates as Deposit from their monthly stipend (Rs.7500/- each in the initial two months and Rs.6000/- for rest of the training period). Any trainee leaving in between, his recovered deposit amount will be forfeited in addition to other dues, if any. Applications in the prescribed format given below are invited from Indian citizens and such other nationals as are declared eligible by Govt. of India for the undermentioned posts (also panels).

N.B. : ABILITY TO READ, WRITE AND SPEAK IN BENGALI IS AN ESSENTIAL
QUALIFICATION FOR RECRUITMENT TO ALL POSTS AND SERVICES MENTIONED BELOW.

PROVIDED THAT THE SAID COMPULSORY REQUIREMENT OF KNOWLEDGE IN BENGALI IS NOT APPLICABLE TO THE NEPALI SPEAKING CANDIDATES FROM THE HILL AREAS OF THE DISTRICT OF DARJEELING. THIS WILL BE TESTED AT THE TIME OF INTERVIEW.

A. ASSISTANT MISTRESS in the undermentioned subjects (Bengali Medium) [Men unsuitable].
i) BENGALI : 1
ii) CHEMISTRY : 1 (Reserved for B.C. candidates)
iii) PHYSICS : 3 (1 reserved for S.C. candidates)
PAY : Rs. 6,000/- - Rs. 12,000/- for candidates with Master’s Degree and Rs. 5,500/- - Rs. 11,325/- for candidates with Honours Degree.

QUALIFICATIONS :

a) ESSENTIAL :
i) Second Class Honours or Second Class Master’s Degree in appropriate subjects viz. Bengali, Chemistry or Physics as the case may be
ii) Knowledge in Bengali – Spoken and Written.

b) DESIRABLE :
Degree in Teaching/Education or its equivalent (candidates not possessing this qualification may apply but if selected will draw the initial Pay of time scale on an ad-hoc basis till obtaining the same).

B. PASS GRADUATE TEACHER in ARTS (Bengali Medium) : 3
PAY : Rs. 4,650/- - Rs. 10,175/-.

QUALIFICATIONS :

i) Bachelor of Arts from a recognised University.
ii) Degree in Teaching/Education or its equivalent.
iii) Knowledge in Bengali – Spoken and Written.
C. PASS GRADUATE TEACHER in SCIENCE (Bengali Medium) : 5 (1 Reserved for S.C. candidates)
PAY : Rs. 4,650/- - Rs. 10,175/-.

QUALIFICATIONS :
i) Bachelor of Science from a recognised University.
ii) Degree in Teaching/Education or its equivalent.
iii) Knowledge in Bengali – Spoken and Written.


D. DRAWING MASTER (Bengali Medium) : 2 [Women unsuitable]
E. DRAWING MISTRESS (Bengali Medium) : 2 (1 Reserved for S.C. candidates) [ Men unsuitable]
PAY : For All the posts at categories ‘D’ & ‘E’ (i) Rs. 4,650/- - Rs. 10,175/- for Diploma holders from Government College of Art and Craft and (ii) Rs. 4,500/- - Rs. 9,700/- for other Diploma holders.

QULIFICATIONS :

i) Diploma in Art from Govt. College of Art and Craft or from Kala Bhawan, Viswa Bharati or equivalent;
ii) Proficiency in more than one branch of craft.
iii) Knowledge in Bengali – Spoken and Written.
AGE : For all the posts at categories ‘A’ to ‘E’ : Not more than 32 years on 01.01.2008,. relaxable upto 35 years for specially well-qualified and experienced candidates and for persons holding substantive appointment in the teaching branch of Education Department, West Bengal.
N.B. (For all the posts at categories ‘A’ to ‘E’ ) :
i) Selected candidates may be posted in any Government School/Madrasah in West Bengal and their services are transferable;

F. JUNIOR SCIENTIFIC OFFICER of State Drugs Control & Research Laboratory, Kolkata under the Department of Health & Family Welfare, W.B. in W.B.G.S. : 2 (1 reserved for S.C. candidates)

PAY : Rs. 4,800/- - Rs. 10,925/-.
QUALIFICATIONS :

a) ESSENTIAL :
B. Pharm. Degree ,
Or
B.Tech. Degree in Chemical Engineering or Chemical Technology
Or
Master’s degree in Chemistry or Bio-Chemistry or Physiology of a recognised University/Institute.
Or
Equivalent Qualification.

b) DESIRABLE :
Experience in drugs analysis and testing in i) Pharmacology and Bio-Assay or ii) Microbiology;
AGE : Not more than 32 years on 01.01.2008, relaxable for candidates otherwise well qualified and for permanent Government Servants.
N.B. : Higher initial pay upto five increments will be admissible to a candidate on the recommendation of the Public Service Commission, West Bengal .

G. INDUSTRIAL DEVELOPMENT OFFICER under the Department of Micro & Small Scale Enterprises & Textiles : 74 (11 reserved for S.C., 6 reserved for S.T., 5 for B.C. and 2 for Persons with Disabilities).
PAY : Rs. 4,500/- - Rs. 9,700/-.
QUALIFICATIONS :
A degree of a recognised University or a Diploma in Engineering or Technology of a recongnised University/Institution.
AGE : Not more than 32 years on 01.01.2008.


FEE : Candidates must enclose with their applications a Fee of Rs. 150/- (Rupees One Hundred Fifty) only in the form of INDIAN POSTAL ORDER which must be purchased on a date after publication of this advertisement and crossed and endorsed to the Secretary, Public Service Commission, West Bengal or in the form of a Receipted Challan from a Govt. Treasury in West Bengal or the Reserve Bank of India, Kolkata under the head “0051-00-105-State PSC Examination fees-001-Examination fees-16-other fees.” The Postal Orders should be made payable at G.P.O., Kolkata. Money Orders, Cheques, Bank Drafts, Cash etc. will not be accepted. No application will be considered unless accompanied with the requisite application fees. Candidates belonging to S.C./S.T. of West Bengal and Persons with Disabilities specified under Persons with Disabilities Rules, 1999 are not required to pay any Fee. The applications of such candidates will not be accepted if the same is not accompanied with the attested or self-certified copies of S.C./S.T./Person with Disability certificates. Such exemption of fees is, however, not applicable to any B.C. candidate. No claim for refund of the fee will be entertained nor will it be held in reserve for any other examination.

I N F O R M A T I O N

1. Candidates who wish to apply for more than one category of post should submit separate application alongwith requisite fees for each.
2. The qualifications prescribed in the advertisement are as per the notified recruitment rules issued by Government.
3. All the Degrees/Diplomas mentioned in the advertisement must have been obtained from recognised Universities/Institutions.
4. The prescribed ‘Essential Qualifications’ are the minimum and mere possession of the same does not entitle applicants to be called in for the interview. Where the number of applicants fulfilling essential qualifications in response to the advertisement is large and it is not convenient or possible for the Commission to interview all the applicants the Commission may restrict the number of candidates for interview to a reasonable limit on the basis of qualifications higher than the minimum prescribed in the advertisement or on the basis of a Written Test/ Screening Test.
5. In cases where no Division/Class is awarded and only grading is done, exact percentage of marks and conversion formula adopted are to be mentioned with documentary evidence.
6. Where experience of a number of years is prescribed as an item of qualification this would mean only experience/research experience gained in full time employment/research.
[Certificate(s) from the Head(s) of Organisation(s)/Department(s) for the entire experience claimed, clearly mentioning the duration of employment (Date, Month and Year) and indicating basic pay and consolidated pay must be produced together with applications. The certificate(s) should also mention the nature of duties performed/experience obtained in the post(s) with duration(s)].
7. Besides pay, the posts carry allowances as admissible.
8. The benefits of reservation of vacancies and upper age concession upto 5 years are admissible only to S.C. and S.T. candidates of West Bengal and upto 3 years to B.C. candidates of West Bengal. Such candidates are required to produce an attested or self-certified copy of certificate in the prescribed form from a competent authority of West Bengal. S.C., S.T. and B.C. candidates of other States may apply for unreserved vacancies as General candidates. Age concession is also available to Persons with Disabilities upto 45 years. PROOF OF BELONGING TO AN S.C. OR S.T. OR B.C. OR A PERSON WITH DISABILITY SHOULD BE SUBMITTED ALONG WITH THE APPLICATION FORM AND NO CLAIM IN THIS REGARD WILL BE ENTERTAINED AFTERWARDS.
9. APPLICATION FORMS, NOT PROPERLY FILLED IN OR INCOMPLETE IN ANY RESPECT WOULD BE SUMMARILY REJECTED.
10. A CANDIDATE MUST NOT SUBMIT MORE THAN ONE APPLICATION FOR A PARTICULAR CATEGORY OF POST OR SERVICE. CANDIDATURE OF A CANDIDATE FURNISHING MORE THAN ONE APPLICATION FOR A PARTICULAR CATEGORY OF POST/SERVICE WILL BE CANCELLED.
11. If at any stage even after issue of a letter of recommendation for appointment, a candidate is found ineligible in terms of the advertisement his/her candidature will be cancelled without further reference to him/her.


12. Completed application must be submitted along with the copies of the following documents either Self Certified or attested by competent authority:
i) Madhyamik or equivalent certificate;
ii) S.C./S.T./B.C./Person with Disability certificate issued by competent authority;
iii) Registration certificate for citizenship (if by registration) as required under item 9(b) of the application;
iv) Marksheet and certificate for each examination passed;
v) Experience certificate;

14. Two self-addressed envelopes including one with postage stamp of Rs. 5.00 and one self-addressed post card should be enclosed with the application.
15. CLOSING DATE FOR RECEIPT OF APPLICATION : The 19th September, 2008. Candidates must fulfil the essential qualifications by this date.
16. CANVASSING IN ANY FORM WILL DISQUALIFY THE CANDIDATE.
